Part III — Action Plan
Phase 0 — Relationships and shortlist (months 0–3)
Open conversations: North Island College trades faculty; Men’s Shed, Rotary, CARE-mongers, Salvation Army program leads; City of Campbell River and SRD staff at the planning-counter level; first contact with Wei Wai Kum and We Wai Kai through appropriate channels.
Produce the site shortlist against the §1 tenure table, with a one-page assessment per candidate.
Publish the pilot concept on theFlux.ca in community register; host one open community session in Campbell River.
Checkpoint: at least one credible tenure path and a willing NIC program contact, or the plan pauses and reports why.
Phase 1 — Tenure, design, and money (months 3–9)
Secure tenure on the preferred site; begin rezoning or permit process.
Design development with the community: unit plans, common building program, pad layout on the campground pattern; NIC curriculum integration finalized.
Funding applications, led by or with community partners:
BC Builds (provincial) — the lead fit — workforce housing for middle-income earners, which is exactly what developer housing is.
Housing Accelerator Fund, via the City (federal → municipal) — process acceleration on municipal land within the service area.
Island Coastal Economic Trust (regional) — economic development in its plainest form: sixteen-plus full-time technology positions locating in Campbell River, plus the NIC trades-training partnership.
theFlux Corp operating budget (corporate) — housing-as-compensation for the development team, carrying a share of capital directly; the HR plan already budgets the team, and the units convert a recruiting problem into an asset.
CleanBC and efficiency programs (provincial) — heat pumps, envelope, and solar incentives.
Strathcona Regional District and local foundations (community) — common building programming and community engagement costs.
Reserved for later generations — CMHC affordable-housing streams and BC Housing’s Community Housing Fund belong to the generations that carry the low-income and health-worker program, and are named here only so the sequencing is visible.
Checkpoint: tenure secured and at least one capital application submitted by month 9, or the timeline resets honestly.
Phase 2 — First triad (months 9–18)
Civil works: loop road, pads, municipal service connections, battery room within the common building shell.
Build triad one: three units plus common building, NIC cohorts on site, licensed trades of record signing off.
Erect fluxPole one; commission the microgrid; light up the free public wireless — the first public, visible deliverable.
Checkpoints: units pass occupancy inspection; microgrid carries the triad plus compute through commissioning; public wireless usage is measured and published.
Phase 3 — Full fluxNode and occupancy (months 18–30)
Build triads two and three; erect poles two and three; the triangle closes and the site becomes a complete fluxNode/3.
Program occupancy: the development team moves in — hardware, software, and integration developers, housed inside the system they build. The site becomes theFlux’s working development lab as well as its proof.
Slate registration begins with residents; health and education tiles go live on the private layer.
Winter checkpoint: the microgrid and mesh operate through one full coastal winter with published uptime. This is the falsifiability test that matters most, and it is reported whether it passes or fails.
What follows
A successful Campbell River pilot is the evidentiary basis for everything above it in the sequence: the provincial conversation about health, education, and coastal coverage, and the federal conversation about sovereign distributed infrastructure. Those documents exist and are held until the community work has earned them. Communities first; institutions when there is something real to show.
